A record player delivers a relatively weak signal and therefore needs a pre-amplifier, before the signal is sent into an amplifier (or a set of active speakers). Without a preamplifier, virtually no sound comes out of the record player.
In the past, most amplifiers had a turntable input, which contained a pre-amplifier, but over the years many amplifier manufacturers have chosen to omit the turntable input. It doesn't have to make you put the record player in the basement, though. You just put the Record PP-15 between your amplifier and your turntable, and it plays.
